In the policy brief, we <strong>outlined<\/strong> the <strong>injustice of the lack of mental resources<\/strong> for the uninsured, the current situation, and the recommendations for how to proceed in treating the noninsured with <strong>dignity and worth<\/strong>. The policy brief (see pages 60-62) uses <strong>emotion and investment theory<\/strong> to inform stakeholders about the amendment we are advocating. By using this theory, we will <strong>appeal<\/strong> to people&#8217;s emotions, which will <strong>persuade<\/strong> them to act.
